This PR optimizes the DownloadStyleCommand by caching downloaded CSS and JS content in memory before processing and writing to disk once. This eliminates redundant read operations. Additionally, asset extraction now happens on the in-memory string, further reducing disk I/O. The PR also includes minor bug fixes and a new unit test for verification.

PR created automatically by Jules for task 9181535547146858053 started by @juzaweb

- Implemented in-memory caching for CSS and JS file content to reduce disk I/O.
- Refactored asset extraction to use in-memory content via `downloadAssetsFromCssWithContent`.
- Fixed path mismatch bug in `generateMixFile` by using `$theme->name()`.
- Fixed asset path logic in `downloadAssetsFromCssWithContent`.
- Added unit test for `DownloadStyleCommand`.
- Updated catch blocks to use `\Throwable`.
